01 THE COMPETITION

Overview
The Relau Agriculture Station is a place where various agricultural technologies are used for the purpose of learning and hands-on training for farmers and local agricultural entrepreneurs.
Relau Agricultural Station is strategically located approximately 20 km from George Town city center and is developed on an area of 64 acres. The location is also close to the Paya Terubong area in the north and Bayan Baru in the south, which holds a significant functional presence for surrounding farms and plantation estates.
The location of the Relau Agricultural Station to be developed must be significant with the function and mission of the agriculture and agro-tourism center so that the facilities and activities provided can be used optimally by the public.

Objective
The competition is aimed at finding (new) ideas and (development master plan) to revitalize the Relau Agricultural Station into the "Silicon Valley of Agriculture" for Penang State.

Aspiration
-
Build a comprehensive and sustainable vision to transform Relau Agriculture Station
-
Create symbolic landscape spaces, identifiable for the area, in order to contribute to the development of innovation and technology-oriented agricultural activities
-
Improve the quality of the environment to create a more conducive living environment for the surrounding population, and attract tourists as well as entrepreneurs in the Food Processing industry to the region
-
Create a lively environment and spaces for relaxation and cultivate a sense of love and pride throughout the local community at Relau Agriculture Station
-
Protect the ecology and environment of the green lung in the urban orchard and optimise the ability to cope with climate change
-
Cultivate a culture of creativity and innovation among the general public and to be adopted in the design, planning and on-going development of the Relau Agriculture Station
-
Formulate comprehensive guidelines and best practices to redevelop the Relau Agriculture Station
-
Increase economic contribution to the Agriculture and Tourism sector in Penang

REMARKS:
The existing components 1-29 may be maintained or removed entirely based on the new ideas and the proposed Master Plan. However, Components 30, 31 & 32 should be maintained and enhanced.

03 HOW TO PARTICIPATE?

How to Participate?
Entries for EACH DESIGN CONCEPT should comprise the following:
-
Executive Summary: Font 12, max 3 pages
-
Maximum of FOUR (4) A1-sized panel, LANDSCAPE FORMAT board in a single PDF soft copy (max 400MB)
-
Video (MP4, MOV files) (participant free to choose the medium of presentation, 3D, walk though presentation. etc) – not exceeding 3min
-
All panels and video should not carry any participant name or organization logo, failure to comply may result in disqualification
-
PDF file to be submitted online through uploading to any online drives (We transfer, google drive etc) and email to us the download link
-

Terms and Conditions
-
The idea should be original and not yet used for any commercial purposes, exhibition or any other purposes, by any parties
-
The jury has the right to reject or cancel any submission should there are any non-compliance with competition rules
-
Entries boards should not carry any logo or names of the participations
-
Each entry (individual/group) is limited to one master plan proposal
-
The organiser will not bear any cost or expenses should that be incurred during the process of the competition
-
Medium of language: English
-
The organiser (Pejabat Exco Agroteknologi & Keselamatan Makanan, Pembangunan Luar Bandar Dan Kesihatan, Pulau Pinang) will hold the rights of all the submissions. The organiser reserves the right to adopt or modify the submitted master plan proposal (partly or entire master plan) without any notification to the participants

The organiser reserves the right to make amendments on the terms and conditions, from time to time without informing the participants in advance

All decisions, made by the Panel of Judges, are final and no further enquiries will be entertained

Stage 1:
Shortlisting of Entries
Selection of top 8 designs by Panel of Judges
Stage 2:
Final Presentation
The 8 selected entries will be invited to give a 15 minute presentation before the Panel of Judges
Note:
In the event that any of the 8 finalists decides to withdraw from the Competition, the Organiser reserves the right to replace them with the next best entry or not to replace the withdrawn entry altogether.
